Johannesburg – The increase in shooting incidents, extortion, and other crimes involving security service providers has prompted the regulator to enforce measures that maintain the highest levels of integrity and professionalism.

During a statement on Friday, (17 January 2025), the Private Security Industry Regulatory Authority (PSiRA) conveyed its “deep concern regarding the recent events involving security service providers engaged in criminal activities.”

The private security industry plays a critical role in safeguarding individuals and assets throughout the country, necessitating strict adherence to the highest standards of integrity and professionalism.

PSiRA highlighted two alarming incidents from the Western Cape and KwaZulu-Natal, alongside reports of extortion associated with private security firms across the nation.

  • Incident 1: Shooting Involving Security Officers in Nyanga
  • Incident 2: Allegations Against Prosecure’s CEO
  • Incident 3: Extortion Allegations

“PSiRA firmly condemns the recent shooting incident in Nyanga, Western Cape, reportedly involving individuals connected to private security firms,” the regulator stated.

“This event, which resulted in fatalities and injuries, underscores the pressing need to address violence and misconduct within the private security sector.”

In KwaZulu-Natal, PSiRA expressed that it has “noted with concern” the arrest of Ferrel Govender, Group CEO of Prosecure, a registered private security company, along with his brother.

“Both individuals have been charged in relation to the unfortunate shooting of a business figure in Umhlanga,” PSiRA remarked.

The regulator has also been alerted to allegations of private security companies and individuals engaging in extortion activities.

“Such actions undermine the integrity of the private security industry and jeopardize the safety and financial well-being of businesses and communities across South Africa,” PSiRA cautioned.

Immediate Actions by PSiRA

PSiRA has launched investigations into these incidents and is conducting compliance audits on all security service providers implicated.

In collaboration with the South African Police Service (SAPS), PSiRA affirmed its commitment to ensuring that those responsible are held accountable.

“Any security companies or individuals found in violation of the PSiRA Act or involved in these criminal activities will face strict regulatory consequences, including suspension or deregistration pending the investigations,” the regulator confirmed.

“PSiRA reaffirms its dedication to upholding a professional and ethical private security industry that prioritizes the safety and security of all South Africans.”

The regulator will persist in enforcing rigorous compliance measures to ensure all registered security companies and personnel adhere to the highest standards of conduct.

PSiRA’s Position on the Incidents

As the governing body for the private security sector, PSiRA unequivocally condemns any acts of violence and criminal behavior by private security providers or their employees.

The regulator also warned: “These actions not only put community safety at risk but also erode public trust in the industry.”

“PSiRA will undertake decisive actions within its jurisdiction to support investigations and guarantee accountability.”

Call to Action for Security Companies

PSiRA urged all private security firms to operate with responsibility and resolve disputes in a constructive manner.

“The use of excessive force or participation in illegal activities will not be accepted,” PSiRA stressed.

Message to the Public

PSiRA encourages the public to report any misconduct or concerns related to private security companies.

By tackling these matters, PSiRA aims to restore public confidence in the private security industry and ensure it remains a cornerstone of safety and protection for all South Africans.
